Using Artifex GSView 6.0 Beta release (2015-04-22) I loaded pdfref17.pdf like
so:

./gsview.exe ./pdfref17.pdf

I then click on "Fit Page" in the toolbar and then repeatedly press page down.
After 10 presses or so the top of the page is visibly below the top of the
window. Looks like the page is scaled to fit the window, but the small gray bar
between pages has not been taken into account when pressing pgdn I believe.
