In 0e03d243af21da13af66af6c688300ff7d72ade6, the prototypes of fz_load_jpx and
fz_load_jpx_info were changed to take `const unsigned char *` instead of
`unsigned char *`. However, the stub definitions used when FZ_ENABLE_JPX is not
defined were left unchanged, causing a compile error.
