Hello folks,

I'm attaching small git patch for the man pages in 'man/de' folder. This patch
will convert these man pages to UTF-8 encoding instead of ISO-8859-1.

This is just a cosmetic issue, but the initiative comes from Fedora and its
full enablement of UTF-8 where possible.

I hope this change is OK for you. :)

We are planning to cull the man pages to a very minimnal, unlikely to ever
change set of details, and directing people to the html documentation, since
the html pages are the ones we actually maintain (when we maintain any!).
